Every ten years the State of Connecticut requires each town and municipality to submit a Plan of Conservation and Development (POCD). It seems like yesterday that we agonized through the last one, yet work has now begun on the new plan due December 31, 2008. The intervening years have borne witness to record-breaking residential building and public development and, to our consternation and frustration, greatly increased traffic. In these few years, the face of Greenwich has changed, probably much more than most of us had foreseen ten years ago.
